The Programme:
As part of an investment programme our clients are investing in Supervisory Control and Data Acquisition (SCADA) systems to drive and achieve efficiency. This will enable improved information, automation and the provision of performance management tools to improve efficiency and productivity.
The programmes include extensive regional and site based SCADA systems and field equipment, on water and wastewater treatment sites as well as major asset upgrades.
Role Purpose:
Programme Management of the Programmes, include:
Health and Safety Management
Programme and Project Management
Technical compliance
Project controls
Client Liaison
Communications and change management
Cost benefit analysis and costs control
Manage the interfaces and information flow
The successful candidate will be required to drive SCADA Programmes of work to ensure client delivery objectives are fully met and the associated business change is fully embedded in the client’s organisation; Build strong Director-level relationships within our client’s organisation and maintain a strategic view of SCADA and ICA programme areas in relation to meeting overall client objectives, monitoring performance and informing future strategy.
Principal Accountabilities:
Undertake Programme Management lead role
Single point of contact for the client on programme related issues, developing and maintaining an effective working relationship
Lead the client through SCADA programme implementation, capturing the hearts and minds of the operators and the wider group of key stakeholders
Driving effective delivery to time and budget and support in the overall management of the programme including planning, staffing, and performance management
Ensure the programme plan meets client requirements and constraints, such as regulatory requirements, value of work, cash flow objectives and available resource
Analyse programme information and forecast trends, highlight issues to inform strategy
Ensure accuracy and timeliness of reporting data for delivery areas
Take a strategic view of the programme, looking for opportunities to maximise client benefit, cluster, accelerate and increase efficiency
Maintain overview of impact of change on programme and assist change manager in assessing programme and cash flow impacts at scheme level

Minimum Qualifications:
BSc/BEng qualified in a SCADA related discipline and membership of an appropriate professional body, preferably to chartered status or equivalent
Proven post graduate experience in the stated discipline, most of which must have been on programmes relevant to this role
Track record of building, maintaining and managing strong relationships across client / contractor interfaces
Experience and evidence of successfully delivering to time, cost and quality, complex technical programmes and projects
Demonstrable leadership of a team delivering complex technical SCADA type projects
Experience and expertise:
Senior SCADA / ICA project management or programme management experience (responsible for delivery of large projects and multiple project programmes)
Hands on experience in management of design and / or construction at a major project and programme level
Has been accountable for the development, administration and monitoring of project and programme level financial plans and resource plans and has demonstrated an ability to adapt to a changing environment
Displays a full understanding of business, industry, and regulatory practices and trends, and actively works to identify emerging trends and advises clients and managers relative to their implications

Good understanding of schedules – how long things take!

IT literate

Demonstrates the ability to effectively assess and resolve complex issues and problems
Location:
The Programme Manager will be based in the South of England, however regular travel is envisaged.
